Fairy isn't much like an ATW, though. Further, I really think it depends on what you're good at. If you're terrific at clippers, stepping might be a logical first set. If you're great at mirages and are fast at dexes, maybe quantum. However, actually using them frequently as sets is another story.

So far pixie is by far my dominant. Judging by the way I'm progressing, my next set will probably be quantum, then stepping or atomic. Never know, though. I may figure out a great way to do fairies.
