I thin that Dragster is a Drifter catched on Dragon 
But maybe I'm wrong...
The move your are talking about is just Drag... I asked about that some time ago, and Jon gave me this answer.
When I do this move, I'm trying to catch bag on regular Dragon, and when it only touch my foot I do a swing motion - not spin. The motion is all in the hip. And on the end of the move i just change position of my suport foot by a little turn...To set it stright you have to be focused on keeping your foot parallel to the ground during whole move. The move ends in regular outside delay, so controlled set is just like a set from outside.
And practice... Everything will come with several next tries... You will see - you will put this thing into your runs like a piece of cake
