I think I was asking all of these exact same questions when I tried to get these same PF shirts :) I was told there are different chapters in different regions and each is headed by someone else. If you go to the contact info for each site it will prolly help..

I know Jan Zimmerman is or was integral in PF, from Switzerland, and also Flavio Loetscher (also from Switzerland?).
