Upgrade to phpBB 3.2

I just upgraded phpBB from 3.2.RC2 that we were rocking to the stable release of 3.2.0. I was forcing us to run on Release Candidate version software because it was the first version that supported php7 and I didn't want to have to support an older version of php on my server. It was kinda risky, but that's just how I roll
