Why does modified.in require an actual sig?
Is this normal for other forums and I just missed it?

Modified doesn't REQUIRE it.
users are encouraged to have their names in their signatures (assuming that that's what you mean by "actual sig") to increase accountability and help us get to know each other better, but if they don't (like me), there's no penalties.

To add to what Matt said, we will also sometimes ask users to put their real name in their signature when dealing with spammers or duplicate accounts. It is optional but it is also encouraged.
This is only my opinion, but I think people should be accountable for the shit they talk online when they are in person. And generally, all this online shit talk should be discouraged. If you wouldn't say it to somebody's face, don't say it on here. That's not a "rule" or official moderator opinion.
